What I do is saturate the fabric with paint. Lie completely flat. Get all wrinkles and air bubbles out. Then allow to dry. I usually add a fan to help speed up the process but can take overnight.

Does not sound like your paint is mixed good. Dylon will not work. I am pretty sure it does not work on synthetics. I mix a bottle of paint in an old pitcher or bowl with warm water and mix well. Some shake it in a jar, I just mix with a spoon or whisk. Dip your fabric and rub any spots. Let excess drain onto old towels and air dry for a bit. Then throw fabric and towels in dryer tumble until mostly dry then dip again. You can look through all the archives and find this subject. Everybody has different methods. Too bad someone doesn't make some stretch fabric in a better range of colors then we would not need to do all this! Good Luck!
