I am referring to the 60" tubes that fabric comes on. They are usually around 2 inches in diameter. The tulle has to be opened up to one layer and then rolled on the tube. Then slide the tube out and you will have a roll of tulle that is ready to cut. Most of the time tulle is wider than 60" so there will be fabric hanging off both ends. If it is 108" wide you can cut that in half so you will have two rolls at 54" long. What ever length you want your skirt, cut that many inches off. My point of doing it like this is, you gather one continuous piece of tulle (it will be how ever many yards you bought) and that keeps from having so many breaks like every 108 inches. Also the hem is already even since you cut all of it at one time instead of waiting till you finish the skirt. I know we all have different ways of sewing and this is how it works best for me. Someone else may have a better way.
