Since the fuse doesn't blow when you hit the brakes, then I bet the brake circuit is not the issue.

Some of the horn circuits operate by providing power through the horn button, and some operate by providing the ground through the horn button. If you have 12V all the time at the horn, then the horn button provides a ground, otherwise one of the horn wires will be continually grounded. If the horn was acting funny first, then I would unplug the horn and then see if the fuse blows. If so, then the horn is the issue. If the fuse still blows, then you could have a short from the horn button to the horn itself.

Start by unplugging the horn and see if it blows the fuse when you press the horn button. It still could be the horn, or it could be that the horn was acting funny because the power to the horn was partially shorting out.
