Well, this may be tough to figure out over the internet, so your best bet may be to wait for you shop manual to arrive.

From what I can tell from the manual I have, #25 is basically a vacuum supply line (it feeds things like the vacuum advance and the primary slow mixture cutoff valve). The #17 is basically an atmospheric pressure supply line (it feeds many things as you may have found out).

Honda makes some of the most complex, but reliable carbs in the world. They were one of the last automakers to sell carbs, and that was because they could pull it off. So, I'm always a little concerned when hoses are pulled and plugged, and I'd wonder if whoever did it really knew what they were doing. Once you get your manual, I think you can figure out what each does. Very likely, the hoses are for emissions related devices, but not always. In your case, it sounds like the car worked fine before, and recently started it's dying trend? If so, then these disconnected hoses are probably not the issue. There are many thermovalves and check valves that Honda uses to engage various things such as anti-afterburn valves, the vapor recovery system, etc. Some people think that pulling/plugging hoses will improve performance and fuel economy, but that is not generally true since the engine was designed around those systems operating.

I'd say your float is okay, and if you can see fuel in the carb when it won't start, your pump is probably okay. Indications of a weak pump are power problems at high speed driving when the engine really is using the fuel.

Again, hard to diagnose, but let me think a little more....EGR could be an issue, so in the meantime, you might disconnect and plug the vacuum hose to the EGR valve and see if it still dies the same way....glen
