Yes, but that does not mean that God does not exist, for the human conscience is not the same thing as God. Further, to cite the human conscience of mentally ill people as a basis to reject conscience as one possible indicator of God is to argue from an exception; the majority of people are not mentally ill.

A moral conscience as a metric of God, as evidence that sane humans can in fact demonstrate qualities of justice, fairness, personal responsibility, and humanity and other qualities historically associated with God and "good religion" is a valid approach.

We do need a basis whereby to have a sane and free society and the cultivation of a collective morality and value system is necessary. The conduct of each individual is a building block in the larger structure of society and so for a person to have a relationship to a Higher Power according to their own belieds, is a rational approach to life if that belief produces conduct that contributes positively to life.

True, the problem arises when a person says, "God told me to...," and then kills people or acts with inhumanity. Conventional religion is flawed because it follows a model that plays to the worst human instincts. However even bad religion does not disprove God. It rather means that when used as a personal or political justification "God" is a conceptual and political tool whereby immorality or violence can be rationalized and its aftermath excused as God's judgment.

God is something more than the religions of humanity.
