No, it would never be safe, though it might provide fewer casualties than a comparable building if everyone refuses to take space there. But a rebuilt WTC would most likely be attacked again, even if empty. It's a ghoulish pastime here in NYC to guess what building would be next. Most are betting on LAX (for out-of-city targets) and either Citicorp's building or the Empire State building (for in-city targets), though there are some long shots out there (Statue of Liberty, Brooklyn Bridge). I feel that the terrorists won't use the same trick twice and will go for a dirty bomb in Times Square or cyberattacking a nuclear plant instead.
