That is correct, however, you made the assertion without providing proof, and that is what caused the comment. Actually no one has provided much proof yet, so let's see what we 'know'.
For what it's worth, hear are my 10 cents.
The Lakota has been heavily upgraded. It has enhanced engines, shields, weapons and maybe even ablative armour. It was able to fight with the Defiant for some time without being destroyed, and to do a lot of damage to the Defiant. Before anyone says "they were pulling their punches", no they were not. The crew of the Lokota thought the Defiant crew were changlings, and the crew of the Defiant tried to fight 'nice' but it didn't work and they were forced to fight for their lives.
A Nebulon B has just 12 turbolasers (so it is much less heavily armed than an ISD) and was designed to fight off starfighters, rather than capital ships. Its shields and armor reflect that.
So, what does this tell us?
Given the times we have seen the two ships, the Lokota seems far the faster (at sublight) and the more manoverable of the two.
The Lokota has photons,and quantums, so packs a fair punch. The Nebulon's 12 turbolasers also pack a good punch, if they can actually hit.
We saw the Lakota take at least 30 pulse phaser hits (one or two normally destroy a Jem'Hadar bug or B'rel), and at least 1 quantum torpedo, plus a number of normal beam phaser hits. There could have been a lot of other hits that could not be actually verfied as hits. However, what we saw is enough to tell us that the Lakota's shields are tough!
In return, we see the Lakota fire at the Defiant 16 times, and all the shots hit! In other words, the Lakotas targeting and fire control are excellent. We also see that just two of the Lakota's phasers are enough to drop the Defiants shields by 40% (and we know they are pretty good!)
On the other hand, Nebulons have been seen to miss (though certainly not as bad as some ships).
It seems to me that if the Nebulon can get its 12 turbolasers on target, it stands a pretty good chance. However, the Lakota is tough, fast and has the advantage of weapons range. The Lakotas warp drives gives it the opportunity to engage or withdraw at will.
This could go either way, though I think the Lakota has the advantage.
