Southeastern Correctional Center was founded in August of 1976, separating the patient population of MCI-Bridgewater from the SECC prison population. At various times throughout the history of this site dating back to the 1850s, it served as an Almshouse, State Pauper Establishment, State Hospital, and Department for Defective Delinquents. - (http://www.state.ma.us/doc/)

SECC closed it's doors and it's staff was reassigned to other facilities throughout Massachusetts in 2002. The camaraderie that was established there will be missed by all.

SOMERSET — Police last week arrested a Riverside Avenue man and charged him with 24 offenses of larceny by check over $250, larceny from a person over 65 years old and intimidating a witness after he allegedly took over $100,000 from a man in his 80s.

Steven Martineau, 43, of 537 Riverside Ave., was arrested by police last week.

"It's a shame when people prey on those who are in a weaker state than they are through the elderly and he will be brought to justice," Somerset Police Chief Joseph Ferreira said.

Police learned of a possible problem in July of last year when Mike Pomerleau informed them about what had happened with his father-in-law, Gerald Driscoll. According to a police report, Mr. Pomerleau's sister, Ellen Connor, stayed with Mr. Driscoll and heard messages on an answering machine that concerned her. Some of the messages were from Mr. Martineau and asked Mr. Driscoll to leave money under the mat, according to the police report.

The report says Ms. Connor informed Mr. Pomerleau and his wife, Patricia Pomerleau of what she heard on the answering machine. The report says Ms. Pomerleau asked her father about the call and he indicated he was giving Mr. Martineau the money as he was down on his luck.

At the time, Mr. Driscoll said the amount was in the area of $10,000 but that amount grew to $20,000 by the end of the conversation. The report says Mr. Driscoll asked that nothing be done about it because Mr. Martineau was waiting for a settlement check from a car accident and would repay the money when the check arrived last July. The report says Mr. Martineau also informed Mr. Driscoll there was a lien on the settlement from an unknown location.

On July 13 of last year, Mr. Driscoll informed the Pomerleaus that the amount he had loaned to Mr. Martineau was now in the vicinity of $55,000.

According to a report from Somerset Police Detective Tracey Costa, she was notified last week by Ms. Pomerleau that Mr. Martineau "has been once again scamming her father" out of money. The report from Det. Costa says Mr. Martineau never followed through with his repayment of the debt of approximately $70,238.43 that he had taken from Mr. Driscoll last year.

"Martineau failed to make any payment of any amount to the victim and it has become clear that Martineau does not intend to ever return Driscoll's money," Det. Costa's report says. "Even though Martineau admitted that he convinced the victim to give him the above amount and was given the opportunity by the family to repay the money on a payment plan, he failed to make any effort to follow through with his word. Not only did he fail to comply with the agreement, he began to once again manipulate the elderly victim into giving him additional monies. This was done after Martineau was warned by this officer not to have any contact with the victim until the money was paid in full and the case was closed."

Since the total of $70,238.43 was figured, Det. Costa writes in her report that "Martineau has manipulated an additional $16,408 out of the victim. This amount figures in to a one month take by Martineau."

According to Det. Costa's report, money was given to Mr. Martineau for "life or death expenses" that included his hotel bill for the last eight weeks, money for his "lawyer," insurance, gas and food, car, dentist and fines. Det. Costa says in the report that she believes Mr. Martineau had no intention of repaying money to Mr. Driscoll from the beginning. The police report says that Mr. Martineau wrote $33,150 worth of checks to Mr. Driscoll that could not be cashed on Mr. Martineau's account.

Det. Costa's report says Mr. Martineau took a total of $119,796.43 from Mr. Driscoll, 84, over a period of a year to a year and a half and gave Mr. Driscoll a total of $88,150 in bad checks over the last one to 1 1/2 years.

Det. Costa's report says that Mr. Driscoll has multiple medical issues and his wife, who has Alzheimer's disease, lives in a nursing home.

"Martineau saw the perfect victim for his scam and has broken Mr. Driscoll financially and personally through out this game," Det. Costa writes in her report.

The police report says Mr. Driscoll met Mr. Martineau at the Narragansett Mills on North Main Street in Fall River where Mr. Driscoll was a patron of a law office and Mr. Martineau was a valet in 2007. The report says that the two became friendly as Mr. Driscoll attended appointments at the building. The report says the two became friendly and went out for coffee on a regular basis.

According to the report. Mr. Martineau told Mr. Driscoll he had been in a motorcycle accident years ago and was out of work so he suffered a big economical setback. The report says that is when they discussed Mr. Driscoll helping out Mr. Martineau. Mr. Martineau lost his job as a valet. Mr. Driscoll told police that he loaned money to Mr. Martineau because he said Mr. Martineau would appeal to him because he alleged that his power was going to be shut off and he would lose custody of his 8-year-old son. The report says Mr. Martineau told Mr. Driscoll he would be getting a "big pay-off check from the accident."

Det. Costa's report says Martineau said in an interview with police that he continued to ask the victim for more money and that he had written several checks to the victim that he knew could not be cashed due to insufficient funds. Det. Costa says in her report that Mr. Martineau informed her that he told the victim not to cash the checks, even though he wrote them and that he felt that was sufficient cause to keep writing checks that could not be cashed. She says in the report that Mr. Martineau confirmed that the victim would tell him "no" for some of the money requests, however, he would continue to ask and plead with the victim until he gave in.

The report says Mr. Martineau said he "never held a gun to his head" to get the money, so he didn't coerce or force him into lending him the money, even though he would continue to plead and bother the victim about his need for money so that he and his son could survive.

In July of last year, Det. Costa says in her report that Mr. Martineau came into the police station voluntarily to discuss the matter. She says in the report that Mr. Martineau admitted at that time to owing Mr. Driscoll approximately $65,000. She said in the report that Mr. Martineau said he was very sorry.

Det. Costa says in the report that Mr. Martineau said he would give Mr. Driscoll money from a settlement check from the motorcycle accident and from his monthly pension. Det. Costa said Mr. Martineau requested to meet with the family to discuss the debt. She said that Mr. Martineau did admit to "borrowing" the money in the meeting with family members and herself. Mr. Martineau agreed to set up a bank account where he would deposit a portion of his pension, the report says.

The report says Mr. Martineau said he was applying for Social Security and looking for another job so that he could increase the deposits to the account. The family agreed to the arrangement, but said if Mr. Martineau failed to follow through, they would press criminal charges for bad checks, according to police records. Chief Ferreira said if people want to protect against their parents or grandparents being taken advantage of, they should maintain a good relationship with them and have regular communication so they know what's going on and the older person will feel comfortable talking to them about issues. Chief Ferreira said TRIAD, a partnership between Somerset public safety agencies, the Bristol County Sheriff's Department and the Somerset Council On Aging, provides programs to educate senior citizens about people who may try to lure them into financial scams. He said information about that issue is also given out at the Public Safety Day that is held at the police and fire departments each year.

DUTIES: Under direct supervision of Correction Officers or other employees of higher grade: Maintains custodial care and control of inmates by escorting or transporting them under restraint, patrolling facilities, making periodic rounds, head counts and security checks of buildings, grounds and inmate quarters, monitoring inmates’ movements and whereabouts, and guarding and directing inmates during work assignments to maintain order and security in a correctional institution; observes conduct and behavior of inmates, noting significant behavioral patterns, to prevent disturbances, violence, escapes or other crises such as suicides; notes and investigates suspicious inmate activity relative to contraband by searching individuals, vehicles, packages, mail and inmate quarters for weapons or other forbidden devices/objects to maintain prison security; develops working relationships with inmates by referring individuals to appropriate supportive services (e.g., medical, psychiatric, vocational, etc.) as needed to aid in rehabilitation and foster an atmosphere of cooperation between inmates and staff; prepares reports on such occurrences as fires, disturbances, accidents, security breaches, etc, prepares monthly evaluation reports on inmates, makes entries into unit log of daily activities and reviews daily activity reports to have accurate and up-to-date information available for reference by authorized personnel; performs related operational duties such as screening visitors, operating two-way radios, carrying and operating firearms, inspecting fire extinguishers, sprinkler systems, alarms, and other safety apparatus, serving food to inmates, and assigning housing areas to inmates; and performs related work as required.
WORKING CONDITIONS: Correction Officers may work in a correctional facility, alone in an isolated area; may work varied shifts, weekends, holidays, or nights and are subject to a standby (on call) work status; may be subjected to verbal and physical abuse from others; may be required to interact with people who are under physical and/or emotional stress; stand and walk for prolonged periods of time; are subject to injury from firearms; may work under exposure to adverse weather conditions; may travel for job-related purposes; and may be required to furnish private transportation for reimbursable job-related travel.
SALARY: Inquiry concerning salary should be directed to the appointing authority at the time of the employment interview.
ENTRANCE REQUIREMENTS:
1. AGE: This examination is open to persons who have reached the age of nineteen as of the date of the examination (Massachusetts General Laws, Chapter 125, Section 4). Applicants must provide proof of birth date to satisfy this requirement prior to consideration for appointment.
2. CERTIFICATION REQUIREMENTS: Applicants must have graduated from high school or must possess an equivalency certificate issued by the Massachusetts Department of Education; or must have served at least three years in the armed forces of the United States and the last discharge or release from service must have been under honorable conditions.
3. OTHER REQUIREMENTS AFTER PASSING THE WRITTEN EXAMINATION AND PRIOR TO AN APPOINTMENT:
• U.S. Citizenship
Fire Arms Permit and Special State Police Commission – Certification as a Correction Officer requires that the applicant be able to satisfy and maintain the eligibility requirements for obtaining a license to carry a firearm. Pursuant to Massachusetts General Laws, Chapter 140, you must be a United States citizen in order to obtain a Fire Arms Permit. (Aliens cannot possess a firearm.)
• Medical – As a condition of employment, an applicant for Correction Officer will be required to pass a psychological and medical examination that includes drug screening.
• Training – Candidates must be able to complete satisfactorily the Department of Correction's training program for Correction Officers during their nine-month probationary period (Massachusetts General Laws, Chapter 125, Section 9, as amended by Chapter 468, Acts of 1979).
• Smoking – Chapter 27, Section 2. As the result of legislation (Chapter 697, Acts of 1987), persons appointed to Correction Officer positions as a result of this examination will be prohibited from smoking tobacco products after their appointment. Violators are subject to termination of employment.
• Prior Convictions/Incarcerations – No person who has been convicted of a felony or who has been convicted of a misdemeanor and has been confined in any jail or house of correction for said conviction shall be appointed to the position of Correction Officer. (Massachusetts General Laws, Chapter 125, Section 9).
• Physical Abilities Test – In accordance with Chapter 32, Section 5(3(e)), of the Massachusetts General Laws, applicants will be required to pass a physical abilities test as part of the selection process. HOW TO APPLY
You may apply for this examination, using a credit card, on-line at the Human Resources Division website: https://www.csexam.hrd.state.ma.us/hrd until midnight on February 17, 2009. A confirmation number for each transaction will be issued.
You may also obtain a paper application form, and file it along with the examination-processing fee (or fee waiver form) in person or by mail with HRD. Applications and fee waiver forms may also be available at city and town clerks’ offices across the state. Your Request for Fee Waiver must be submitted with a paper application. If you file an on-line application you are unable to request a fee waiver. If you mail your application, send all correspondence by certified mail with "return receipt requested," if possible. Your application MUST be received in HRD by 5:00 p.m. on February 17, 2009 or be postmarked by midnight on February 17, 2009.
CURRENT MILITARY PERSONNEL: All military personnel who, in connection with current service, CANNOT be in Massachusetts on March 21, 2009 should contact the Human Resources Division to request a make up examination. To request a make up, you must:

• request such accommodation in writing, with a copy of your military orders attached; include in your letter either your daytime base phone number or name and phone number of a Massachusetts resident with whom you are in regular contact.

VETERANS’ PREFERENCE

Definition of a Massachusetts Veteran M.G.L. Chapter 4, Section 7, Clause 43 as amended by the Acts of 2004 Effective August 30, 2004: To be a “veteran” under Massachusetts law, a person is required to have either 180 days of regular active duty service and a last discharge or release under honorable conditions OR 90 days of active duty service, one (1) day of which is during “wartime” and a last discharge or release under honorable conditions. A chart defining “wartime” service is available on-line.

VETERANS’ PREFERENCE: If you are claiming veterans' preference and if your eligibility for veterans’ preference has not been approved before by HRD, you must submit a copy of your DD Form 214 (Release From Active Duty) in order to receive proper credit. Your notice to appear for the examination will indicate whether or not you are already classified as a veteran. Qualifying service must have been in the Army, Navy, Marine Corps, Coast Guard, or Air Force of the United States. Please note that active duty exclusively for training in the National Guard or Reserves does NOT qualify you for veterans' preference. National Guard Members or Reservists must have 180 days and have been activated under Title 10 of the U.S. Code - OR- if activated under Title 10 or Title 32 of the U.S. Code or Massachusetts General Laws, chapter 33, sections 38, 40, and 41, must have 90 days, at least one of which was during wartime. The Members’ last discharge or release must be under honorable conditions.

Those who otherwise qualify for veterans' preference, but are still in military service may, as of July 1, 1998, claim such credit by supplying proof, on official letterhead with appropriate signature, of their military service to date, including the dates of active duty, current assignment, and estimated time of separation. The individual must provide official documentation of honorable discharge at the time of appointment. [See MGL, Chapter 31, Section 3, Clause (f)].

Minimum Service Exception: It is not necessary for an applicant to complete the minimum service for wartime or peacetime campaign if he/she served some time in the campaign and was awarded the Purple Heart, or suffered a service-connected disability.

Disabled Veteran Status: Claims for status as a disabled veteran require written confirmation from the US Veterans Administration of a continuing service-connected disability rated 10% or higher. Applicants wishing to claim status as disabled veterans will get the opportunity to claim such at the test site with instructions to follow.

Some people are without the means to provide for their families, some have no families to provide for. Be grateful for what you have. The new year will be challenging for officers. Recently a deputy sheriff from Broward County, Florida was killed in the line of duty. This deputy was 76 years old!!!. He was transporting a lifer to a medical appt. by himself, the inmate got hold of his gun and proceeded to kill him. What is wrong with these people? He should have faced mandatory retirement 11 years ago! And then to send him on a trip by himself with a lifer, inexcusable. They certainly don't value the life or safety of their employees.

HITLOD was created out of the dyer need to learn and share information about the I.A. system, your Healthcare treatment and your over all Rights. HITLOD was created by and for those who are affected by it. We are mostly Unit 4 members and we’re not asking for handouts BUT we do need and want your support.
* You can help by signing up on our emailing list and pass this message on.

The following are some basic RIGHTS and first steps to take when HURT IN THE LINE OF DUTY…
*If you were injured in the line of duty seek medical help for real serious injuries get to an ER for treatment and if able let your Boss and Union know you got hurt a.s.a.p..
* No matter who first helps you medically follow up immediately with your Primary Care Physician (PCP). Explain exactly what happen and list all of your injuries no matter how trivial.
*Most important do not let your PCP farm you out to any outside overall healthcare providers i.e. a workman’s comp clinics also known as “occupational health clinics” of any type without a clear understanding of your Rights.
*The only healthcare providers you should be seeing outside your PCP are specialists referred by your PCP for your specific injuries and or those you choose to see. Note; you could be ordered by the boss/system to see their doctors but you still have rights.

Kelly M. Landry East Bridgewater Kelly "Kel" M. Landry, age 40, of East Bridgewater, passed away Thursday, Oct. 18, 2007, in Brockton Hospital unexpectedly. She was the fiancee of Michael Ahearn of East Bridgewater, with whom she was planning a spring wedding. Born in Brockton, she was a daughter of Jean (Getchell) Landry of Swansea and the late George Landry Jr. She had lived in Fall River for most of her life before moving to East Bridgewater 15 years ago. She was a 1984 graduate of B.M.C. Durfee High School, where she was a star basketball and softball player. After graduation, she was employed as a correctional officer at Bridgewater Massachusetts Correctional Institution for 20 years, before retiring this year. Kelly was an avid New England Patriots and Boston Red Sox fan. She especially loved her two dogs, Brady and Ginger. In addition to her mother and fiance, she is survived by four sisters, her twin sister, Karen Reis and her husband Daniel of Fall River, Joan Landry of Swansea, Cheryl Sherry Newman and her husband Ron of Swansea, Donna Pelletier of Brockton; six brothers, Don Reid and his wife Deb of Carver, Steve Reid and his wife Deb of Dedham, George Landry of Fall River, John Landry and his wife Sue of Somerset, Thomas Landry and his wife Margaret of Swansea and William Landry of Fall River. She is also survived by her sister-in-law, Elizabeth Landry of Somerset; and 19 nieces and nephews; and two great-nephews. Her funeral will be held Wednesday, Oct. 24, 2007, at 10 a.m. in the Waring-Sullivan Home of Memorial Tribute at Brichcrest, 189 Gardners Neck Road, Swansea. Relatives and friends invited. Her visiting hours will be held Tuesday 4-8 p.m. Burial in Notre Dame Cemetery, Fall River. In lieu of flowers, memorial contributions can be made to the Lt. Every one of you should by a copy of the book, Rules for Radicals by Saul Alinsky. This is a book management does NOT want you to read. There's a good reason for there want, this book will get us what we deserve if we all stick together. Good Luck

I have his book and also looked up several sites where his book can be purchased. Amazon.com is the best I have found. His and other used books in great condition can be purchased very cheaply.

I highly recommend this book to ALL union members that are tired of the way we've been treated, and would like to regain control of our jobs and our rights.
