UPDATE: Former Corrections Officer Accused of Having Sex with Inmate
Amy S. Carpentier, 38, of 2070 County St., Attleboro, was arraigned Friday in Brockton Superior Court after turning herself in at the Plymouth police station.

A former corrections officer has been charged with having sex with an inmate while employed at the state prison in Bridgewater. Amy S. Carpentier, 38, of 2070 County St., Attleboro, was arraigned Friday in Brockton Superior Court after turning herself in at the Plymouth police station.

Carpentier was indicted on the charge by a grand jury in December 2010, but authorities had been unable to locate her, Assistant District Attorney Thomas Flanagan said. She's also charged with intimidating a witness.

Judge Raymond Veary released Carpentier on her promise to return to court and ordered her to stay away from her alleged victim and witnesses. She is due back in court Jan. 25.

Carpentier worked for the state Department of Correction from September 2003 until she was terminated in December 2010.

Carpentier had worked at the Old Colony Correctional Center, a medium-security prison in Bridgewater.

I retired almost a year ago and I'm kinda bored. I think I would like to come back to work, has anybody ever heard of someone coming back from retirement and back to work in Corrections? What do I have to do to come back to O.C.C.C?

LOWELL — A conference in Lowell, Mass., this past Monday focused on suicide rates in corrections officers and how to best address the issue.

The event, co-hosted by Middlesex County Sheriff Peter Kotoujian and the National Sheriff’s Association, was the first its kind, according to the Lowell Sun. The goal was to have different speakers share some of their best practices to promote the health and wellness of corrections employees in the midst of workplace stress.

“Corrections officers have one of the most psychologically, emotionally and physically demanding jobs out there, while getting little recognition for what they do,” said Viki Sharp of New York City’s Department of Corrections. Both she and Kotoujian said that corrections officers need to be recognized for their demanding work.

“We don’t say thank you to corrections officers and appreciate what they do,” Kotoujian said. “They are silent guardians.”

According to Kotoujian, a strong and supportive family is crucial to the mental health and overall well-being of corrections officers. Sharp says she tries to help correcetions officers in New York City have a balanced life so they can handle the stresses of the job. She encourages them to be engaged in the community outside of work.

The keynote speaker of the conference, Dr. George Everly, told attendees that they need to create an organizational culture of resilience among key employees.

“You change the culture by changing the front-line supervisors,” Everly said.

Kotoujian called the conference a “resounding success,” noting that it drew 300 attendees. He hopes it will spur a national study of the causes and effects of workplace stress for corrections officers.

Taunton — The Taunton woman charged with robbing an Eastern bank branch last Wednesday is being held on $10,000 cash bail.



Sharon Easter, 42, of 103 Hart St., also known as Chateau Estates, was arraigned Tuesday in Taunton District Court on a single charge of armed robbery.



Easter allegedly passed a threatening note to a teller indicating she had a gun.



Police say she didn’t actually display a weapon, but that she got away with about $4,500, almost all of which was not recovered.



Easter had been living in the apartment with her 14-year-old daughter and 19-year-old son, police said.

Let's see, Duval placed many of his ass-kissers into pristine positions over the years, one of them is even a Deputy Commissioner now. Now we have Louis Spencer, evidently he was *The Best* there was in the DOC, that he is now acting Commissioner!!! Michael Grant is one of his best buddies, who thinks he is another Mr. Know it all, just ask him a question and before your finished talking he'll be giving you an answer for something else. My money says he'll become the next Chief of Staff while Spencer is Acting.
Who do you suppose will get promoted? Will they all be people of color to fill a quota only and not based on education, experience, leadership and knowledge. Time in the DOC is not enough today to warrant promotions to ass-kissers only.

Stopping Correctional Worker Suicide

The corrections field is plagued with the scourge of staff suicide. Recent statistics from New Jersey show that corrections officers commit suicide at over double the rates of police officers and the general population. From 2003 through 2007, for males ages 25-64, per 100,000 the suicide rate for C.O.s was 34.8, for police 15.1, and for the general population 14.0. (NJ Police Suicide Task Force Rpt.pdf).

These are startling numbers. What might they be due to? Corrections workers have to deal with whatever we all face—financial, family and personal issues. On top of that they are regularly exposed to the darkest of the dark of the human condition—violence, horrific crimes, mental illness, suffering, investigations and jaded coworkers. Life is very cheap behind the walls, perhaps making one’s own death a more acceptable option to some. Here are some grim examples of recent correctional workers’ suicides, including a gruesome murder-suicide.

On 8/4/09, Essex County, NJ, Corrections Officer Kelley McKenith wounded her boyfriend and then shot and killed her 4-month-old baby before taking her own life.

After leaving the Union County Jail, NJ, at lunch hour on 9/2/09, Frank Congiusta, a 16-year veteran Corrections Officer fatally shot himself with a handgun inside his vehicle parked just down the street from the jail.

Of course the same pattern exists in other states. On 1/25/10 a 6-year North Carolina Correctional Officer on perimeter patrol at the Pasquotank Correctional Institution, a high security prison for adult men at Elizabeth City, used her service revolver to kill herself on the job.

Correctional worker suicide is not limited to the U.S. In the Gauteng region of South Africa in 2009 alone FOURTEEN (14) Corrections Officers died by suicide!

What can we do to stem this suicide epidemic among corrections personnel?

Several law enforcement officials said authorities are examining whether the Correction Department employees allegedly made the phone calls so officials would order more overtime shifts to guard a prisoner whose life was in danger.

Officers from Springfield, the Correction Department, and State Police were assigned shifts to guard Kirkland, a purported gang member with many enemies. He was sent to Baystate Medical Center April 30 after he was seriously injured in a shootout with police. In the following days, Correction Department officials began taking the lead in guard duty, said Hampden District Attorney Mark Mastroianni.

“That anyone involved in maintaining security is then alleged to be involved in creating a security threat is disturbing,’’ Mastroianni said. “There is no other way to describe that allegation.’’

He confirmed that investigators are looking at overtime as a possible motive for the calls.

“That’s one of the criminal areas that we’re looking at,’’ he said. “We’re going to review it. We need to get on top of the who, what, when, and where first. The why is going to come with the investigation.’’

Kirkland was accused of killing a 24-year-old father at a Springfield barbershop on April 30, about a week after he escaped from a minimum security prison on the Shirley-Lancaster line. Authorities suspect he may have been looking for those responsible for the recent shooting of his mother. Minutes after the barbershop shooting, in which a barber was wounded, Kirkland opened fire on city and State Police officers, hitting two in their bulletproof vests.

Police shot him at least five times, leaving him in critical condition at the hospital and under 24-hour guard. He has not been charged yet, because his medical condition remains serious.

The suspension of the Correction Department employees was a bizarre development in a case that has raised questions about the management of the Shirley prison and about minimum security facilities in general.

Kirkland, 24, who had as little as 10 months left on a 2 1/2-to-4-year sentence for gun charges, placed a dummy in his bed and walked away from the prison, said correction officials, who learned he was missing sometime after 7:37 a.m. on April 25. One department employee has already been suspended with pay in connection with his escape.

A person briefed on the investigation said the two suspended employees were correctional officers.

Four phone calls came in succession into Kirkland’s room last Wednesday night, said Springfield police Sergeant John Delaney.

A nurse picked up the phone, and a male voice said, “I’m coming there, and I’m going to kill you.’’ In the background, there was rap music.

“The telephone calls were . . . threatening . . . that they were going to come in and finish [Kirkland] off,’’ Delaney said, stressing that he was paraphrasing what the caller said.

A nurse immediately told the Springfield officers guarding Kirkland about the calls, he said. The department still had two officers assigned to the hospital room around the clock even though by then the Correction Department had taken over guard duty, Delaney said.

Springfield police then began tracing those phone calls, said Delaney.

A law enforcement official with knowledge of the case said the call was traced to a cellphone connected to a Correction Department employee.

Terrel Harris, a spokesman for the state Executive Office of Public Safety, said Kirkland was transferred over the weekend from the Springfield hospital and remains in Department of Correction custody.

Mastroianni said Kirkland was transferred to a Correction Department facility that could take care of his medical needs and keep him secure.

Once he learned of the calls, Mastroianni said, he asked the department to suspend any internal investigations so his office could take over.

“I didn’t want it investigated administratively,’’ he said. “From the information I got, it sounded like a crime, not just an investigation into work protocol.’’

It is not clear what charges authorities could bring, said Mastroianni. “It could simply be a threat to commit a crime; there could be annoying phone calls,’’ he said. “There could be other charges of putting the public at risk by creating a panic when you make phone calls like that.’’

MINGTON -- Taxpayers in Franklin County are missing out on thousands of dollars in savings because the county jail lost pre-release work programs for inmates, according to Franklin County Sheriff Dennis Pike.

In Somerset County, taxpayers are footing the $30 million bill for building a jail some thought would pay for itself by charging to bring in inmates from other counties, said Larry Post, Somerset County administrator.

Some county officials say these and other problems are the result of the 2008 unified county jail system, and with new leadership in Augusta they have made recent attempts to reform or repeal laws tied to the system.

One side wants to reform the system and the other wants to "blow it up and start over," Post said.

"I'm not in a position to go either way yet, but there needs to be some drastic action taken that makes the system comprehensible," he said, referring to budget oversight and control of county jails by the state.

Supporters of the system, however, say that it has brought county corrections' spending under control, capped property taxes going to jails, and made new programs possible.

Kennebec County's jail is developing a new rehabilitation program that treats inmates for substance abuse and criminal tendencies in a therapeutic community, said Robert Devlin, Kennebec County administrator.

The jail hopes to get more funding from the state this year to continue the program, which also brings inmates to Kennebec's jail from surrounding counties, Devlin said.

"We're changing what we do; I don't think we could have done it without the unified system," he said, referring to the consolidated budget process controlling all county corrections services.

The unified system created the state Board of Corrections to control the budgets and missions for all county jail facilities, with some being reduced to holding facilities during the reorganization in 2008.

Counties recently submitted budget requests for the 2012 and 2013 fiscal years to the corrections board, which must approve all 16 county correctional services budgets.

The corrections board is working on changing some of its budget policies, but there are certain policies that are controlled by legislation, said Kate Snyder, executive director of the corrections board.

"There are counties that are happy, and others have some issues," said Kate Snyder, referring to the unified jail system and its budget process.

Somerset County officials' concerns over county taxpayers having to pay off debt for the recent jail construction is something that requires legislative change.

The jail was built with the understanding that the $30 million cost would be paid off by revenues from charging other counties that send inmates to the jail, Post said.

The state did away with the charges when it formed the unified system, Post said. Now county taxpayers are paying off about $2.6 million annually to pay off the jail's construction, he said.

Snyder declined to comment on bills in the Legislature seeking to repeal laws related to the unified jail system.

She said the system has saved taxpayers money, however, by implementing a property tax cap. Property taxpayers statewide have saved $8.5 million in the two years since the system was formed, she said.

In Franklin County, Pike has asked the corrections board to reinstate pre-release programs at Franklin County's jail, which had its mission reduced to a 72-hour holding facility.

Area town and county governments saved about $50,000 annually when inmates cleaned up cemeteries and worked on other public projects, Pike said. The board of corrections is expected to make a decision on Pike's request this spring.

Some of the attempts to make changes to the county jail system are waiting for the new administration and Legislature to address the issue, according to John O'Connell, Lincoln County administrator.

O'Connell said he is supporting efforts to change to a decentralized or regional model for county jails. He said this change is needed to end the confusion and uncertainties involved in the unified system's approach to budgeting and oversight for county jails.

Adrienne Bennett, Gov. Paul LePage's press secretary, was unable to provide any comments on the county jail system.

LePage's pick to lead the Department of Corrections, Joseph Ponte, is scheduled to go before the criminal justice and public safety committee on Feb. 14, Bennett said. If the committee approves Ponte's nomination, he would then have to be approved by the Legislature.

O'Connell said he supports Ponte, who is currently the warden of a prison in Nevada that is owned by Corrections Corp. of America, the country's largest private-sector corrections company.

O'Connell said Ponte appears to be open to looking for possible changes and efficiencies in the system.

"We're ready for a different approach," O'Connell said.

Inmates Sent Out To Help With Snow Removal...



MASSACHUSETTS (CBS) – Middlesex County is putting their prisoners to work. Inmates from the House of Corrections are clearing off roofs and digging out hydrants in a cost-saving solution for several communities.

The program is for low level offenders that are pre-screened and put through rehab. All of the prisoners are near the end of their sentences.

The Middlesex County Sheriff says this will save the county a quarter of a million dollars this winter.

“During these very difficult financial times we’ve got frozen streets and frozen coffers,” said Sheriff Peter Koutoujian. “We’ve got a public safety need and we’ve got a public safety solution.”

Harold Clarke, commissioner of the Massachusetts correction system, has been named director of the Virginia Department of Corrections, Governor Bob McDonnell announced yesterday. Clarke begins his new job on Nov. 18. He came to Massachusetts in 2007 after leading prison systems in Nebraska and Washington State. In Virginia, he will oversee a system with 32,000 inmates in 44 prisons and more than 11,500 employees.
