Actually, Fuuma is a more likely candidate for "The Sun" than Keiichi. Especially since Tarot is normally considered as a person's journey, in this case I assume's Kamui's. If that's the case, then the different tarot simply is the people Kamui has encounter as the fate decider.
Fuuma fits the description of "The Sun" which often describes as "warm and simple, clear and straightforward, strong and inspiring, liberating, refreshing. It is a place of serenity and calm, despite its high energy. It is a card of giving, of easy, generous giving, natural giving, giving that is free and painless because it just flows outward naturally, without effort". In other words, Fuuma was the sort of person who'll help people even those that he doesn't know well (his neighbour, Kamui when he was a kid).
It's not surprising as well that Fuuma's first meeting with Kamui happens during rain and the symbolism of him bringing an umbrella for Kamui is too much of him being "The Sun"/the happiness in Kamui's life. It was at that stage that Kamui actually starting to have friends and being happy for the first time in his life. Because Fuuma's kindness allows him to not be alone anymore, even if it was only for a brief period of time.

That's not true. Kyougo was involved in the grand scheme of the battle for the future of the Earth. He was basically the sword protector for Dark Kamui's Shinken. All of the people who have featured in the Tarot have one way or another contribute towards the battle for the future of Earth.
