I have a reworked the timings (I had misread and thought the losers went into the first round, not the second round). I have also assumed that all the finalists will dance up (ie. that six Novice's go up to Intermediate, etc.) It gives the following results:

36 minutes would have been added to the timetable. Of this 12 is in ballroom and 24 in latin.
However, half of all this is caused by the increased numbers in Novice, without this part of the proposal, it would be much more tenable.
If the first round (now essentially a qualifier) was to be only one dance in Intermdiate, that would save 24 minutes.

Therefore, to make this proposal more workable, I would suggest that:
1) Only the losers in advanced get a second chance. Those knocked out in the first round of Intermediate get no second chance.
2) The first round of Intermediate shall only be one dance.

However, I am worried that entering Intermediate is now not worthwhile, since couples wanting to do Intermediate will now do better off entering advanced, which guarantees them the second round of Intermediate at least. And I am worried that this will actually make the problem worse rather than better, rather like the UEFA cup Champions League example, where the UEFA cup has been dominated by Champions' league losers in recent years. If the same happened at IVDC, then that would be worse than the present situation. Suppose a really good advanced couple got knocked out in the first round of advanced by accident. They might then go on and hammer all the Intermediates. That wouldn't really be fair.
