I like the suggestion. The current system is clearly unfair, for the reasons you give. Your suggestion would be better, though imperfect, since it still doesn't allow direct comparison between all couples from the same university. But it would require a dramatic change in the format to allow that, and I don't think that would be desirable.

One more point about Varsity, not related to scoring:

The Varsity match has become a bit of a test of stamina. That's because couples are required to do (often very long) back to back dances, including QS and Jive. Dancing two compete tracks of quickstep without a break is extremely physically demanding, and clearly the ability of those couples to dance to their potential is diminshed during the second dance. Yet there is no need for this to happen. The whole match is very short anyway. I would propose making it a rule of the Varsity match that a 3 minute gap is given between each of the back to back dances, so that no couple is asked to dance two dances in a row. It would be an impartial change, and just make the Varsity match fairer and more enjoyable for everyone in it.
