Should not be held accountable on what to do. The adult (teacher) in the room makes the decision not the sobbing child.

This poor child was probably fearful to take action when it appeared the responsible adult was acting like a bully.

Any child sobbing for 30 minutes is clearly in need of help. I hope they press charges. Whoever this person is should not be teaching
