yer duck'n steve, or you didn't get my point, which is.. the cops cuff first and ask questions later. a 3rd of the people that have been cuffed are released with no charges.
i know...they say it's for the cops' safety ? if they are that timid they belong in a safer enviroment.

but what of the civil rights here? free from arrest for no cause?
i have seen people in nice clothing, being cuffed and made to lie on the ground, only to be released with no charges after their papers are checked out.

i don't believe any other nation has this practice
