Your out of luck on the garbage can covenant, it's unenforceable. There just isn't anywhere else to keep them. Can't keep 'em in the garage, becomes a health hazard and attracts critters. Can't keep 'em in the grass, would break the covenant enforceing upkeep of the lawn. Can't erect anything to block them, would break the covenant specifying erecting anything in the front of the house.

It's sort of like the covenant about satellite dishes, it's unenforceable, as it's already been determined that an HOA can't prevent anyone from erecting a satellite dish or antenna. Yet the covenant exists, even though it is not enforceable.
