Date Posted: 14:05:48 02/07/03 Fri Sagem, Gemplus Team Up To Pursue ID Card Contracts French-based Smart card vendor Gemplus and electronics and telecoms equipment supplier Sagem made it official this week, announcing a "cooperation agreement" to jointly go after chip-based ID card projects that use biometrics. The two companies believe demand will grow rapidly in this market segment and with the nonexclusive agreement will seek to combine Sagem’s fingerprint biometrics and systems integration offerings with Gemplus’ cards and software. The vendors in the fall announced they had won a contract for a 1.5-million resident ID card project in the Persian Gulf state of Oman. According to a source, they have also cinched a contract for a somewhat larger resident ID card project in neighboring United Arab Emirates. "These products are not new products but are based on existing products with the aim of presenting a joint offer," says a Sagem spokeswoman. "If customers have specific needs, we could develop specific products for them." She declined to confirm the UAE contract win, but did say the two vendors are in the running for it. The two companies have been increasing their links in other ways, as Sagem seeks to bulk up its profile in the smart card industry. The nearly $3 billion company produces its own smart cards, but has only a relatively minor share of some markets, such as chip-based banking cards. In December, it bought a roughly 10% stake in Gemplus, some say at the urging of the French government, which would like to see a significant percentage of Gemplus’ shares remain in French hands. Last month, French banking association Groupement des Cartes Bancaires announced Sagem as the surprise winner of a contract to develop the software mask for the next generation of chip-based French banking cards that comply with international EMV standards. But ID card contracts are a key target for Sagem, which is bidding on several other projects or plans to do so, says a consultant in the field. "They have very limited capabilities of card manufacturing, and they are taking over more and more of the main contracting responsibilities," he says. "That means they have to enlarge their scale."
