Renewed discussion of national ID cards has emerged with advocates putting forth persuasive positions in both the public and private sectors. At the state level, efforts are occurring to evaluate the process of driver's license issuance. Opt-in solutions such as the voluntary travel identification card are being seriously considered. ---------------------------------------------------------------------- As leaders in the advanced card technology sector, we are at the center of this important debate. At the very least, we must serve as expert resources for the policymakers evaluating these issues. But I believe we can, and must, do more. The technologies and expertise represented collectively in our Alliance can truly benefit the public safety and individual rights. It is our duty to actively strive to promote the concept of a well-designed, privacy-sensitive secure personal ID. We owe it not just to our companies and stakeholders, but also to our families and the world community. ---------------------------------------------------------------------- With this in mind, the Alliance Board of Directors has launched a new Secure Personal ID task force. The group will lead Alliance activities to educate appropriate organizations on the value of smart cards as trusted personal credentials. A position paper discussing issues and solutions for secure personal ID systems is the initial focus of the team. Subsequent efforts will follow quickly behind the document's release. The expedited nature of this crucial international issue certainly demands fast action on our part and members are showing enthusiastic interest in participating in the Alliance efforts. --------------------------------------------------------------------- Sincerely, Donna Farmer President & CEO Smart Card Alliance --------------------------------------------------------------------- ERG Group, the Australian developer of card-based transit solutions announced the second significant addition to its technology platform in as many months. The company acquired software and manufacturing capability from Motorola's smart card division. Motorola has supplied dual-interface chip cards with both contact and contactless technology to ERG. ERG immediately sold the assets to the French card manufacturer ASK SA under an agreement that will guarantee ERG preferred access to the ASK-manufactured cards. Last month, ERG announced that it would acquire Proton World International for a reported US$29.6 million in cash and US$25 million in stock. --------------------------------------------------------------------- Fleet Credit Card Services is migrating its Fusion credit card holders from the original smart card-based wallet technology to the new Verified by Visa technology. The new secured Internet payment technology replaces a password and demographic info storing wallet that was not used widely utilized by the Fusion cardholders. --------------------------------------------------------------------- Paul Beverly, Chairman of the Board of Directors for the Smart Card Alliance, presented at the CARTES 2001 conference in Paris. Mr. Beverly described the positive work being done by our Alliance to decision-makers from countries around the world. ---------------------------------------------------------------------- VASCO, a global provider of enterprise-wide security products, has announced Europay-MasterCard (http://www.europay.com)) support with Digipass 800. Digipass 800 will be offered as a part of their new "Chip Authentication Program." The combination of MasterCards' smart cards (Eurocard-MasterCard, Maestro, Cirrus and Eurocheque) and VASCO's Digipass 800 will give card-issuing companies such as banks, industrial corporations and the governments the opportunity to offer their customers the full access potential of a smart card, in a safe and cost-effective way. Europay International is dedicated to providing a tailored product range and support services to its more than 9,000 Member banks. VASCO provides strong authentication and digital signature security to the financial industry worldwide, with more than 170 banks as customers and over 6 million users. ---------------------------------------------------------------------- SIM card sales in the US are expected to rise substantially in coming years following the announcement by Cingular Wireless, the nation's second largest wireless provider that the company would be migrating its network to GSM. While the move will likely take years to complete, the company's 21 million subscribers will be a great boost to GSM in the US. Mr. Humphreys joins ActivCard from SCM Microsystems, where he serves as Chairman and previously served as President and Chief Executive Officer. Steven Humphreys is a technology veteran and has extensive experience leading high growth companies to achieve superior performance. ---------------------------------------------------------------------- SchlumbergerSema has begun implementation of the Common Access Card, (CAC) for the Department of Defense (DoD). The CAC card is the first Federal Information Processing Standard (FIPS) 140-1 Level 2 certified Java Card that is being issued to the DoD. The certified Java Card will add an important layer of security to the DoD's networks and computer systems. The DoD is moving to full production on CAC issuance, rolling out this capability to all of its issuance sites worldwide beginning in early November 2001. The CAC enables electronic commerce in DoD and many of its systems and applications will be enabled to interface with the CAC. ---------------------------------------------------------------------- The DoD will initially utilize 600,000 Cyberflex Access smart cards as part of a contract awarded to Electronic Data Systems Corporation (EDS). This deployment is part of the Defense Manpower Data Center's (DMDC) CAC program, which is being rolled out through 900 issuing sites worldwide in 2001. ---------------------------------------------------------------------- Oberthur Card Systems is partnering with the France-based mobile operator Bouygues Telecom. Together they will provide an advanced SIM(1) technology based on the latest advancement in 2nd Generation SIM cards. Oberthur's SIMphonIC(TM) cards integrating RSA(2) architecture, is currently the most developed security technology available. SIMphonIC(TM) RSA-enabled cards, which host 64K of EEPROM user memory to store the RSA capabilities on the card, ensure a highly secure environment to conduct wireless PKI(3) and secure any transaction via mobile networks using digital signatures. The 64K RSA-enabled SIMphonIC(TM) provides both electronic signature for wireless-transmitted data and highly secure authentication to ensure non-repudiation for a user's peace-of-mind. ---------------------------------------------------------------------- The Anti-Terrorism Bill Signed Into Law On October 26, 2001, the President signed the USA-PATRIOT Act of 2001 into law. The Senate voted 98-1 to pass the Act, a "compromise" version of the various anti-terrorism bills, on October 25. This final congressional action followed 24 hours after the House voted 357-66 to approve the same version of the bill, based on H.R. 3108 and S. 1510. The final legislation includes a few changes: most notably, a sunset on the electronic surveillance provisions, and an amendment providing judicial oversight of law enforcement's use of the FBI's Carnivore system. However, it retains provisions vastly expanding government investigative authority, especially with respect to the Internet.
