SEATTLE — Stuart Rolfe has resigned from the new Seattle Popular Monorail Authority (SPMA) governing board, citing conflicts between its Green Line project and his role as chairman of WMS Inc., which operates the existing Seattle Center Monorail.

Rolfe said he would not have been able to vote or work on several key issues — whether the 14-mile Green Line will run through the Seattle Center grounds, how to transfer ownership of the old Monorail to the new agency, whether to rebuild the old route as a branch of the Green Line, or whether to retrofit the old trains to run as Green Line trains.

There is also a possibility Rolfe could bid on work as an SPMA consultant or contractor, but he said that had nothing to do with his decision to resign. He served for two years on the Elevated Transportation Co. board, which wrote the monorail plan city voters approved last fall.
