If perchance no longer such a crucial figure in reality then I'd consider 1.5 or even 2 cheers. For me regardless of whether his role is active or inactive, as a DoF he should be urging those responsible to deliver the Plan to Silva as quickly and efficiently as possible . Most DoFs now are both full -time and on-site: he is Not yet some tolerate this for obvious reasons . As for geography, the close season, at least pre-training, is actually the time when the literal presence of a DOF matters least. But hard work definitely needed in this period.   - No doubt Silva will have been taken through the various spreadsheets setting out how much is available on transfer fees in a variety of different incoming and outgoing scenarios – all within FFP/PSR restrictions. He will also no doubt be given the data about historic pricing outcomes at beginning v end of the transfer window. Then there will be the tension between fewer ins coming in early or more ins coming in late.
