one problem.. you can not take with you on the scattering something that did not exist.

Sure tleilaxu scattered, but they were not yet making synthetic spice at that time. They had to rely on Leto's gifts of spice until he was dead. He allowed no substitutes. Once he died it was the scattering, again not enough time to develop a spice substitute, and again no need yet they had Leto's stocks.

The scattered developed their own substitute to spice, I'm guessing that what they developed was Amal, or a close imitation.

We know from Chapterhouse that the tleilaxu in the old universe eventually also created a new spice substitite. But there was no dire need to create it as long as Rakis was around.

In other words only those that scattered found they needed a substitute.

but we've gone way off topic that I've now forgotten the point :-)
