New Orleans had problems with gangs and violence before Katrina. No one should have expected it to NOT bubble out in a crisis. The New Orleans police have had corruption problems in the past and they are not exactly "on top of things" on a good day. It's not a secret. All the more reason for the National Guard and military to be ready to go.

There was an article in yesterday's Chicago Tribune about what the city of Chicago offered to FEMA even before Katrina struck in case it was a disaster. Police, rescue, medical, sanitation workers, and all FEMA requested after the fact is a tanker truck! Even now!
