Subject: Coal Miner in theTerritorial Army ?

my family insist that my grandad Tom Simmonds was sent to Nottinghamshire early 1918 to join the territorial army, they say he was stationed at a place called Clipstone and lived in a army barracks.
Can anyone please explain why a young coal miner leaving a wife and baby son in Abertillery would be sent there.
I thought that coal was needed desperately during the war
