When the Sheriff corners Mal returning the medicine he stole, the Sheriff admits that, in such hard times, it is awfully tempting to take a job without really knowing what it is you're getting into (like "holding a bag for a friend"). He then says, "When a man learns about a situation like ours, I figure he's got a choice to make." Mal's reply, "No, I don't believe he does."

Mal and the Operative are a lot alike. Mal is willing to break the law and work with pretty shady people to keep his ship and his crew going, often choosing not to know what exactly the business is he is doing, but, when he finds out the medicine he stole is necessary for the people of a town to survive, he has to do the right thing. Similarly, the Operative was willing to kill people to support the cause of the Alliance, choosing not to know why he was asked to do this. Upon finding out what he was really being used to do, however, like Mal, he cannot just stand back anymore; he's no longer blind to the truth, and so has a new responsibility.
