I never understood the Spiderman thing. Great line, but he had great responsibility anyway. That's what I get from Buffy at any rate. Being weak doesn't mean he gets to beat up kids and steal things and cuss at his mom. You have great responsibility simply because you are. Your physical condition doesn't seem to be particularly relevant to that.
I read this to mean that given great power, you have the capability to do great good or great harm. It doesn�t mean a powerless person does not still have the requirement to act responsibly, just the down side of not acting responsibly is generally not as severe for the powerless. The stakes for the powerful have been elevated. I can think that going to war with Canada is a good thing but I have no way to actually implement this desire but if I were George Bush, it would be possible to make this happen. Thus, George should (hah!!) act more responsibly than I.
