Lew, are you 100% sure your dish is pointing at 16E during the tuning? I experienced couple of times a mystery with my box when searching channels. I was - let's say at 5E (Sirius) watched a channel there and wanted to pick up new one which I found via lyngsat. So i started search but got no signal (0% quality). Just after couple of other tries I realised that after i got into the search menu there was not sirius but eutelsat w3 - so the dish starting to move and i couldn't get signal of course. The receiver seems to have "stored" (in my case ew3) another satellite. In many cases it was when the SR was not the standard one (e.g. 5632, 6111 or 4444...). And now the one on the SDN-DTT pac is not standard again (17578).
Sorry for my question but have you checked all parameters for that broadcast carefully? You know one mistake in number and you get nothing...
