Well Joan since I taught Kindergarten as a rule none of my children were good spellers in the beginning. Some children couldn't even hold a pencil correctly. Much less spell. From the start of school in August, and just after December break you always saw a huge difference in the students.

Most children spell phonetically anyway. Since reading was taught with a combination of sight and phonetics, it often worked out fine for the majority.

Of course even at that age there are signs that will key you in to a child that might have a learning disability or be extremely bright in some areas. One girl I requested to be tested (age 5) scored in at 8th grade reading level. But she fell behind in other areas. A good speller doesn't assure you that your child is a genius. We had Makayla zipping through books 2 reading levels ahead by age 5.

I don't know about the new grading method. I've been out of the classroom for over 12 years, and to be honest I don't know how they grade in Tennessee, where my granddaughter lives. Sorry.
