How can it be harassment if they are violating the law. Now if this Cenci guy was trying to catch the fishermen and they were obeying the rules, and he tried it over and over, with nothing found. Then I would say that that was harassment. Currently, it sounds like he's observing all of the lawbreakers and going after them. Sounds like a good lawman. Nothing more, nothing less.
