I give you credit for trying.
Your on the right track in that thinking " outside the box" somtimes works.Lowell is using things like the arena, the spinners and the auditorium to compliment their downtown.The problem is that from a revenue enhancement view,they are all losers.The city subsidizes all of them with taxpayer money.Their approach is to use them to attract people to the downtown to keep it going.
When you look at the power plant,and its revenue you have to conclude that nothing will come close to its cash generating ability.Office parks,industrial parks and retail centers would have to cover hundreds of acres to get close.Think of the traffic and enviormental impacts of that.
The master plan surveys told us that people did'nt want that kind of impact on their lives.
IF we are careful with our cpa money,we might solve part of the problem.Slowing down the growth by taking some of the realestate off the market cuts our future service costs.preserving open space in a planned way could increase residential property values.If those things occur and we continue to get a reasonable return on our state aid, we might not need to get crazy with comercial or industrial growth.
