As I understand it, you can still enter "at large" without doing a local. If you decided to do a local and you win, hopefully it will be an extra opportunity to get more scholarship money, and if you don't win Miss Maine you still keep your local title. -- MAINE PAGEANT FORUM

They are phasing in the locals, the current way of entering will continue for a while for those who wish to use it.
