People who say the board picks are just mad because their contestant didn't win. A former winner (a number of years ago)told me that she had heard that Briggs called the winner the week before the pageant to inform her that she would win. She said that, when she didn't get the call, she assumed that she was not going to win even though she had been first runner up the year before. She was shocked when she won. No judge with any morals would allow the winner to be dictated at the state level. May happen locally, but not at the state level.
