You keep at it and eventually you will get consistent and reliable health results. To not test for fear of bad results is worse than kicking yourself in the head, sure you will take some flack, but hell, there's worse things in life than a bit of flack from the uninformed!
The basis for any good breeding program is quality dogs, quality in all aspects, and you just have to keep working towards that all the time, not letting anything else get in the way or divert you. Forget fashion, forget size, forget appraisal scores and titles. If you breed for quality, you will get quality and on the way you breed and check for health and temperament at every step. It's old fashioned, it's not glamorous, it's slow, but it works!
