You're right. Haiti is deforested while the Dominican Republic is not so much. But the Dominican Republic is just as small a country as Haiti. I think your argument that this is an example of why the independence of a small country is not sustainable is in error.

What about Singapore? It's a city state, and successfully independent with no resources.

What about Slovenia? Pretty small country too.

What about Bhutan? There are many countries that are very small, have been around for a long time, and seem quite sustainable.
