The weird exception that wasn’t meant to happen is that if a local has 2 titles then they can give the candidate a title they haven’t had before. (An example is you can be Shawnee one year and Portsmouth the next.) The reason this is a rule is that if a local ED loves a particular titleholder they can win there every other year until they age out. This is a bad look (not that Ohio cares) because it looks like it’s rigged for that girl to win there over and over. A girl can be Miss Clayland 2022, take a year off in 2023 (or hold a different title), then compete for Miss Clayland again in 2024. Your 'weird exception' of locals adding a title so a winner of the original title can stay with the local another year WAS meant for that very purpose in a few cases. Every year at MA there are girls who have it all and have a shot, but oh so rarely do we see a girl that has that something special. And she's not just talented, but exceptionally talented.
