Subject: In 2019, the MOA claimed $183,178 in revenue from scholarship forfeitures. It's in their IRS 990 tax filing. Ohio does the same thing- any scholarship that is not paid goes back into their general fund (rather than held in the scholarship fund) and they can spend it any way they want.
