I'd put a heatsink on there. Whether you include a fan or not is up to you, but a heatsink on a full 040 is pretty much mandatory.

Check Stuart's site for possible pitfalls with the CD-RW project. I'd go with a slot-loading mechanism if at all possible, and this may be difficult to track down.

Do the VGA modification and you probably won't have to worry about upping the voltage on the board.

Cable modem shouldn't need anything more than Open Transport 1.1.2, which is available from Apple's site.
