I flip-flop on this issue a lot myself! I'm sure they crossed the line no *LATER* than "all things", but it may have been sooner. I do like the idea of them sort of "dating" for a few months between their first kiss and their first sexual encounter. (I never have cared much for fanfics that had them having their first kiss, then jumping into bed five minutes later.)
I really think this is one of those issues (like: Did Mulder ever tell Scully he'd found a vial of her ova?) that will never be completely resolved.
