Maybe it just proves that Fowley was never as compelling or important a character because we weren't given some glorious death to watch like X or Deep Throat.
I was more disappointed that they tried to redeem her at the end. Maybe it's good in a way because it supported Mulder's view of her and proved his instincts about his friend but she was such a witch and it might have been fun to see her get her just deserts.

Not showing her death also leaves them with the possibility that she could come back since we saw no proof of her death like with Spender. It gives the writers a way back to the characters if they ever decide to use them again. I don't really care if we ever see Fowley again. The character didn't add as much to the big story as she might have. If all of her scenes were removed would we be missing anything? I frankly wouldn't want to see anymore screen time wasted with them trying to figure out how to use her.
