The cop shows of the 70s were more action shows (Hawaii 5-0, SWAT, Starsky & Hutch) while those of the 80s/90s were dramas like Hill Street Blues, NYPD Blue, Homicide, etc. Law & Order and CSI have spawned sequels & imitators so now we have Cold Case, Criminal Behavior, Numb3rs, NCIS, etc. I can't watch any more crime scenes with that one little piece of evidence breaking open the whole case & DNA being analyzed in 5 minutes.

They also owe something to XF as they were a procedural show too, at first anyway. I think XF also owes a debt to Twin Peaks as Agent Dale Cooper is a Mulder prototype and therefore the prototype for all oddball investigators.
