Isn't what your friend experiencing "discrimination in the workplace". If he isn't a member of a union I recommend he joins one straight away.
Has he contacted any help groups in Devon? type in - dyslexia association in devon - into Google and there are lots of dyslexia sites and I feel sure someone could give support or advice.
Has he contacted the Citizens Advice Bureau? If they can't help they could possible put him in touch with someone can help.

I am in exctatley the same situation but my firm paid for my test in feb 08 but only starting a disiplinary process.

I suggest you friend goes to their local Job Centre Plus and askes about Access to work who will either pay for it and sort out being tested.
