Rooms can randomly open up if someone cancels but if it's showing normal rate that should mean that the discounted rooms are sold out. There are only a certain # of rooms allocated as block rooms available at the discount. Some of the further away hotels should still have discounted rooms left. There is an unofficial Facebook grp Naidc 2025 exchanges where people post if they are cancelling or if they have a room available to transfer. Be careful not to get scammed would be my advice though.
