It is because, despite the majority of dancers being female, Irish dance is male focused. Look at almost every Irish dance show, the lead is almost always male. Even if the women in the company dance circles around him.

There used to be only one age group, but they were split as a way to keep boys in Irish dance. So the reason isn't based on biology at all, it is a completely social reason for the split.
