To say that every uniformed soldier or police office is only seeking power and authority is unfair and irresponsible. While the officer you referred to that yelled at you for parking illegally may be representive of many policemen, you cannot say that he is representative of the whole.
Same for clergy. (You just said priets, I will include all ministers, since that would include myself.) If I were in ministry for the "power" and "authority" than I am the King of Fools. (Same goes for the money!) The television show "7th Heaven" has depicted the minister as the savior of the community in which he lives. While I may get a little more respect from some waitresses at "The Hideaway Kountry Kitchen'", I certainly have no authority over them, spiritual or otherwise.

Back to the police. The flat foot who is writing parking tickets and yelling at jaywalkers is probably the idiot who comes in to his shift late, doesn't get his paperwork in on time, and gets chewed out by the decent cops who are trying to keep order and dignity in society. As the saying goes, "Shit rolls downhill." Loser cop gets yelled at by superior, Loser Cop looks for the first chump (no offense, MVD) he can find and takes it out on him.

In fact, it is exactly like my 3 year old son. When he gets in trouble and has to go to his room, or gets a spanking, I can usually count on finding his stuffed animal "Scooter" in the corner. Isaac gets in trouble by Daddy, "Scooter" gets in trouble by Isaac.
