It is a matter of low class behavior, not a matter of prudiness. If you have to be reminded by the sign at the McDonald's to put your shirt on....You might be a Redneck (w/apologies to Jeff Foxworthy) However, if it doesn't bug you, you would be most comfortable in the vicinity of Washington Street and High School Road in Indianapolis - many of my neighbors think that the steps to driving a car include removing shirt before sitting and putting shirt back on before going into a store.

As I told one of my black friends - you can tell when its summer in my neighborhood - the "great scrawny chested rednecks" have returned and are cruising the neighborhood without their shirts.
