Dumb.
Do NOT chase them. You are acting like a predator which they are genetically hardwired to fear.

You use what they recognize as food and walk to them with that food in plain view. (They CAN see colors unlike dogs/cats/most predators) OR approach from upwind with food that smells good.

They will come to you if they trust you.

The old adage "The best way to a man is through his stomach" is true for horses as well.
