Inilah yang dikatakan orang yang jumud. Cakap macam budak tadika, tak sangka pulak boleh masuk U. Tugas Suhakam adalah menyemak apa-apa tindakan kerajaan yang telah dilakukan. Konsep ini samalah seperti HISBAH yang ditubuhkan oleh PAS di Terengganu semasa pemerintahan PAS. Fungsi pembangkang masih perlu di Parlimen kerana mereka perlu memainkan peranan yang telah digariskan oleh Perlembagaan Malaysia.
