As Salaamu Alaikoum,

Praise be to Allah.

"Prohibited to you (For marriage) are:- Your mothers, daughters, sisters; father's sisters, Mother's sisters; brother's daughters, sister's daughters; foster-mothers (Who gave you suck), foster-sisters; your wives' mothers; your step-daughters under your guardianship, born of your wives to whom ye have gone in,- no prohibition if ye have not gone in;- (Those who have been) wives of your sons proceeding from your loins; and two sisters in wedlock at one and the same time, except for what is past; for Allah is Oft-forgiving, Most Merciful..."

Thus your step father's are mahrams and you do not have to wear hijab in front of him.

The answer of sis layla in general is correct,but because of what you have said about your stepfather (he is also not very practicing so im not completely secure not waring hijab), in this case ,you should wear hijab infront of him to protect yourself and avoid the fitnah,and this rule goes with any one even if he is a mahram as long as the mahram can not be trusted (in the matter of commiting adultry(Zina).).
