In regards to your first question, yes you can marry during the month of ramadhan. There is no Sahih Hadith that prohibits anyone from marrying during any month.
In regards to your second question, holding parties for the dead is shirk and haraam. My answer to the question you are referring to was a question asking can we attend FUNERALS and the answer is yes we attend the funeral of our muslim brothers and sisters. That is one of the rights a Muslim owes another muslim. There is a big difference in attending a funeral and holding parties for dead people and reading Quran for the dead.
The funeral prayer for a Muslim does not involve reading Quran to them.. the funeral prayer consists of nothing but Takbirs and the reciting of the Fatiha...nothing more. This is not what you are asking about which is getting togethre with other people to recite Quran as if the dead can hear or benefit. This is SHIRK and Bidah and NO it is not lawful.
