Who OKs the flight-plan for this sort of escapade? Or does he have the usual conference in a phone box? If it had come to a search and rescue situation, it would have cost huge amounts of money, and put lives at risk.

No. They did the right thing, in making him sweat it out for a while. I thought it was a great laugh. Even the Foreign Minister involved, no less. I got quite a high out of that, not a downer. It would have served him right, to have to pay to have his toy shipped home.
