Umm... is it only me but don't the tavern boards hold almost the same function that this employment office would?
I mean, you want something done? Tell people in the tavern about it, why wait for them to come to you when you can come to them? If you wanna mount an expedition, post it on the board. If you need some ore, post it on the board. The list goes on and on.
Of course, the requirement is that other people are around, but after all, this ain't no auto-quest hack and slash game where you can get to top level, remort three times over and multi class twice without even talking to another character.

Just my thoughts on this.
