You will need to cut a rectangle of fabric on the bias, fold the top and bottom over to the middle, gather the middle, then stitch the middle to the center top of the bodice. Then put the bodice on your daughter, pin the edges where the folds look like you want them, fold edges over and whipstitch in place. When you have that done, take a good steam iron and steam the area and pat with your hands to lay flat, do NOT let the iron touch the fabric...I use sparkle organza, chiffon etc. This works for all fabrics...never tried pantyhose...
